Quarterly & Annual Meetings
District Councilors play an important role in making sure community voices are heard. As outlined in the CCPSA Ordinance, they are responsible for creating space for residents to share concerns about policing and public safety and for bringing those concerns forward to the Commission.
District Councils do this work every month through their regular public meetings, where they hear directly from residents and identify key issues happening in their communities.
Quarterly and Annual Meetings build on that work.
These citywide gatherings bring together representatives from all District Councils to discuss what they are hearing from residents in their districts.
- At Quarterly Meetings, DCs send representatives four times per year to discuss trends and concerns from across the city.
- At Annual Meetings, DCs use one of the Quarterly Meetings each year to establish proposed priorities for the Commission for the upcoming year. Priorities are only adopted by the Councilors when 2/3 of the Councilors support the priorities. You can see past priorities that met this threshold in 2026 here

These meetings are an important step in connecting neighborhood-level conversations to citywide action. The Ordinance requires DCs to send a representative to these meetings. We have provided information on attendance for Chicagoans to ensure their districts are represented by at least one Councilor at each meeting.
Quarterly Meetings first began in fall 2023. As part of this first-of-its-kind system, the 2024 meetings served as a learning experience. Based on that, District Councils created a more structured approach—forming a Planning Team to guide future meetings and ensure representation from across the city.
Who Plans Quarterly and Annual Meetings
Each year, District Councilors nominate representatives to serve on a citywide Planning Team.
This team includes eight Councilors—two from each region of the city:
- Southeast: Brenda Waters, 4th District and Ciera Whitaker, 6th District
- Southwest: Erin Vogel, 9th District and Rosemarie Dominguez, 10th District
- West: Alees Edwards, 11th District and Deondre Rutues, 15th District
- North: Jenny Schaffer, 19th District and Keo Jean-Joseph, 24th District
- Staff Support: Anna Mangahas, Project Manager and Charlie Isaacs, Deputy Director
Supported by CCPSA staff, the Planning Team meets regularly to organize one Quarterly or Annual Meeting in each region. This ensures that throughout the year, residents across Chicago have the opportunity to participate in a citywide District Council meeting in their part of the city.
