Policymaking process
The ordinance lays out the steps and collaboration expectations for the Commission and CPD, COPA, and Police Board. Community engagement and input is central to the Commission’s policy making process.
Policies Introduced by the Commission
If the Commission creates a policy for CPD, COPA, or the Police Board, the receiving agency has 60 days to submit comments and suggestions. The Commission then has 14 days to respond to the comments and suggestions. If the agencies are not in agreement, they must work together for at least 30 days to reach an agreement on the proposed policy. The Commission can choose to continue to collaborate on the policy or move forward with scheduling a vote on whether to approve or reject the policy.

Current Commission Policies and Projects
The Commission can introduce policy to the Chicago Police Department (CPD), Civilian Office of Police Accountability (COPA), and Police Board. And when CPD, COPA, and the Police Board create or amend certain policies, the Commission reviews and revises the policies using community input. The Commission and these agencies follow the Policymaking process laid out in the Ordinance.
