Continue to evaluate CPD’s current policy. This will include a review of departmental protocols that mirror the Welcoming City ordinance; documentation and reporting requirements; use of city-owned property, equipment, or resources; guidance related to traffic stops or citations occurring in proximity to ICE activity; and whether CPD establishes perimeters that coincide with federal enforcement operations. The Commission may choose to advance policy recommendations. |

Advocate for sufficient training to ensure that dispatch, responding officers, and supervisors on scene manage incidents involving federal law enforcement in compliance with the Welcoming City Ordinance and with a focus on ensuring public safety for Chicago residents. |

Clarify and strengthen COPA’s role in investigating allegations of police misconduct around CPD-federal interaction. Examine the authority of COPA to investigate allegations of CPD collaboration with federal immigration enforcement, including whether existing investigative tools, jurisdiction, and reporting mechanisms are sufficient. Where gaps are identified, the Commission will consider options to strengthen accountability. |

Increase education about how and where to report allegations of CPD members’ behavior that is not in accordance with the CPD policy on engaging with immigration enforcement. Ensure that any allegations reported to the Commission are submitted to COPA. |
